With economists and policymakers discussing “recovery” and “re-opening” the economy, I think they are under-appreciating the impact of the outbreak on consumer confidence.  Many Americans have been traumatized by the experience.  As a result, rehabilitation and a restoration in confidence are likely to the first steps back.  Amid it, though, there is likely to be a very natural progression in how we move forward from here.
